Winter

In winter, trees are in dormancy. Their buds cannot grow and budbreak cannot accur, even if it was 30 degrees outside. And that is precisely why dormancy exists: to prevent the tree from growing in winter if there were a few abnormally hot days. It would truly be catastrophic.
